Conformance MPEG4 AAC Streams

I downloaded the conformance MPEG4 AAC LC bitstreams from the AT&T website.. However, I found out that the decoded pcm files are not there! I can only find the .mp4 files. Without the decoded conformance pcm/wav files, I wonder how anyone could produce a full conformance decoder? I have to use the cool-edit MPEG4 AAC plugins to generate the decoded pcm data, assuming that the cooledit plugins is a fully conformance decoder, which I am not certain!

Also, the .mp4 files for the PNS  is not with the collection.. Is there other sites that I could download the conformance test streams together with its corresponding decoded conformance pcm/wav files?
