Selected bitrate differences

Upon seeing the log output of some Exact Audio Copy flac rips. I noticed that the Selected Bitrates differs. As an example here is one from a Tool Rip

Selected bitrate : 128 kBit/s
Quality : High
Add ID3 tag : No
Command line compressor : C:\Program Files\FLAC\flac.exe
Additional command line options : -T "artist=%a" -T "title=%t" -T "album=%g" -T "date=%y" -T "tracknumber=%n" -T "genre=%m" -5 %s

As you can see the Selected bitrate is only 128 Kb/s, very low for a lossless audio file. Is this still considered lossless? Some other logs have very high bitrates, like 1024+ Kb/s.

So why the fluctuations and how much does this matter?
