About sound access permissions.

I was wondering whether there's any software that help limit sound device access to whichever software we want under Windows. I hate ICQ (I know you can solve it by deleting the .wav file) and other idiotic bunch of software producing those annoying sounds when I'm enjoying my music.  Thanks...
