What is the difference between Apple AAC-LC and the Fraunhofer AAC-LC?

Can somebody please explain to me what the difference is between the Fraunhofer AAC-LC codec in the Sonnox FCP tool & the Apple implementation that is only available on Mac OS?

They are different AAC encoders.  One is from Apple, the other from Fraunhofer.
