Vorbis RC3 Pre 9

The daily update for oggenc will soon be found at: http://www.inf.ufpr.br/~rja00/ .

You will also find there a new set of oggdrop versions, also Pre 9. I have fixed the bitrate 'bloating' problem with oggdrop and it now produces bit identical files compared to oggenc.

For those who are waiting for vorbis.dll to be re-available as the latest pre-release, I have fixed the bitrate 'bloating' problem with that too, BUT, as a consequence, it now manages to fail to write out the last approx 2 seconds of each file!! Two steps forward and step back!! I am continuing to try to fix this and will post it as soon as I can.
