Converting to multi-track wav files but not with cuesheet.

Hello!

Recently I ran into a problem. I needed to convert an album to wav so I can process it with a declipper. As usual I converted to wav, but this time there were problems because of non-latin characters. All were replaced with question marks. So the filename and the titles were mostly question marks in the cuesheet, so the link to the wav file was also broken because it had the proper filename. My best guess is that the cuesheet format doesn't support non-latin characters.
So I was wondering is it possible to convert to a multi track wav file without a cuesheet, like a multi track matroska file?

(Alternatively is there any other solution to preserving the proper characters?)
