Maximum bits in AAC

Hi..
    In the AAC specification I found that the maximum no.of bits that can be used to encode a stereo frame is 12288 bits and that of a mono is 6144 bits. My doubt is that, is this bits specified used only to encode the huffman coded spectral data(dynamic data) or does it include both the dynamic and static data..pls reply..thanks in advance
