Raising volume on audio files

I downloaded some files from a website: Revelation (select pop up and right click to download). It is a wmv file. I extracted the audio into Ogg Vorbis with ffmpeg. The problem is the audio is a little low. Is there a way I can raise the audio level on the Ogg file?

Also is there a way to check what bitrate the audio is on the file from the website, so I know how high to set it when I convert it to Ogg (don't want to set it too high of bitrate on Ogg if it isn't going to help the sound).
