Will ICL7 make any difference in speed compared to ICL6 for oggenc and other encoders?

So far, my testing of ICL 7.0 on oggenc suggests no speed improvements at all. I believe that this release is probably more about expanded Intel processor support and integration with VS.NET. However, my testing is only very limited to date.
