[TOS #8] Does Foobar2000 use uncorrelated dither...

...when going from 64 bit to 24 bit (this is when using effects/resampling/volume)? if not, could we have it as an optional feature?

JRiver is already applying it, and I can hear a subtle but hearable difference, more clean with more depth, and a little more analogue like.
