SoX resampler and Reset between tracks

I am trying to downsample a 96 kHz set of tracks to 48 kHz using the SoX Resampler v0.8.3. The album is gapless, therefore I checked the option "Don't reset DSP between tracks" in Converter to avoid clicks at the cue points that otherwise occurred.

This, however, resultes in different, rounded track lengths in the output, slightly shifting the cue points. (A track might end with a little bit of the next song in the end.)

For example, Input track lengths,

3:18.720
2:24.386
3:45.130
1:20.873
4:00.097
5:29.901
2:51.923

Output:

3:18.643
2:24.440
3:45.093
1:20.883
4:00.120
5:29.897
2:51.887

When treating each rack as a discrete item (option unchecked), track lengths are precise. I upgraded to the latest Foobar 1.3.2 to see if the issue was resolved. The same behavior is present in 1.0.3 and 1.2.4 as well.

Any solutions?

I split the album quickly enough with Sound Forge, by inserting markers at intervals matching track lengths, converting markers to Regions, and Extracting them. The method has a fairly low chance of mistakes, and prelistening split points in the lightweight Windows-native software is easy.

How would one convert a playlist into a cue sheet or similar text file, which could then be applied to an image in a tool similar to "CD Wave" (or even within foobar itself)? Sound Forge has a simple textual listing of regions called 'windows media script' that would work just the same. I have verified that CD Wave works well at any sampling rate.

I tried to create a titleformatting script with foobar's Text Tools to "copy" a formatted cue sheet. However, it seems to be impossible to keep track of the lengths of previous tracks to add them up.
