mp2 transcode...into ac3 or into mp2

I want to burn VCD/SVCD onto a (compliant) DVD. This is possible without reencoding the video, but it does require reencoding of the audio since the audio on the DVD must be 48kHz, whereas the audio on the (s)VCD is 44.1kHz, stereo mp2 (usually 224 kbps).

So I can reencode the audio to either 48 kHz mp2 or 48 kHz ac3 (I have a copy of Softencode). Which should produce better quality output? I am loking at using roughly the butrate as the input.
