LAME batch commands & More

Hello all,

I am working on some librivox.org recordings and I am seeking help from the gurus. I am slightly familiar with LAME through the use of EAC but taking a look at the manual on the lame website I am not quite sure how to execute them.

The files are currently in 128 44 stereo. I am thinking that CBR shold be used since there wouldnt be that much to be gained and there are some portable players out there that are not able to play vbr. Since the files are recorded with a mono mic,  would we lose anything by going to mono?

Also From what I read Human Speeech falls in 500 to 2500 Hz range. http://history.sandiego.edu/gen/recording/dynamic.html 

Also it would be nice if these folders had playlists in them.  I wouldnt imagine it would be hard to batch since the playlist is nothing more than a text file http://en.wikipedia.org/wiki/M3u.

Knowing these things...

Basically what is the ideal recording rate for spoken work? Should VBR or CBR be used?

What would be a a batch command I could use to traverse the folders of collections to trancode them to a format you suggest and create a m3u playlist for each folder?
