HE AAC V2

Hello can someone provide details on how to convert to HE-AAC V2?
I tried is with Winamp but the at playback there are random gaps on my mobile..Anyone can tell me how to convert it properly using good transcoders.

Does Winamp itself play your HE-AAC v2 encoded files properly? If it does, I suggest you use HE-AAC (without v2) instead, since your mobile then obviously has a buggy v2 decoder.
