Fraunhofer IIS mp3surround mp3 encoder

Hi there,

I just couldn't trust my eyes ... Fraunhofer IIS pushed their commandline encoder for free (non commecial use of course).

The speed is great. Okay, the settings are "lame" and it doesn't support VBR.
Let's start listening-tests :-)
