BMLD compensation ?

In AAC, the TMN of the psychoacoutic model is 18 dB.. and the BMLD level for the lower 500 Hz is as big as 30 dB..

In MP3, the TMN is set to 29 dB.. I was wondering if it is necessary to do BMLD compensation for the MP3 ISO psychoacoustic Model ?? In seemed to be that the TMN is large enough to handle BMLD and also there is no mention of the need for BMLD handling in MP3 specs.. 

Also, do you do BMLD compensation for noise ???  It would be strange to do so.. would you agree with me ?
