Can output device be toggled in less than 4 steps?

I use Foobar for USB and for soundcard applications.  I often switch back and forth.

1. Shift-Click -> MENU PLAYBACK / OUTPUT DEVICES (mouseover)
2. Select Device

I count 2 clicks

Thank you for that link.  I had searched the forum earlier but only came up with a thread dated 2007.

Both actions require two clicks 

In total, yes. Not sure what you would be counting otherwise... moving the mouse?
No, you need two clicks for each of both actions:
1. Click (1st click) to open the menu and click (2nd click) to select the menu item
2. Click (1st click) to show the selection list and click (2nd click) to select the output device
