Where can I download the 64-bit WME 10?

Microsoft had removed all links to WME9 (and i think to 10 too)

There is free Expression Encoder 4 SP1, but it is cut down, and has no CUDA support. v4.0.3205.0

But I need WME to encode wma files through commandline using WMCmd.vbs

I can't find this script in the package sad.gif
